setShutterSpeed not always setting

setShutterSpeed not always setting

I am shooting several photos each with a different setShutterSpeed , I have noticed I have to take them 5 to 6 seconds apart in order for the camera to keep up. I also have noticed that 15% to 20% of the time setShutterSpeed isn't being set on the device and I get 2 exposures in a row of the same thing. Do I need to set it, check for the setting to be there for sure, then shoot? Right now I'm doing the commands inline. Or a 0.5 second wait between setShutterSpeed and initiateCapture ?
